Soong Kiang was appointed Assistant Chief Executive Officer in July 2023.  She joined SPD in November 2015 as Director of Corporate Services and oversees finance, procurement, information technology (IT), facilities and administration as well as the management of schemes and grants. She plays an instrumental role in strengthening the financial governance in SPD, leading the renovation projects to optimise space to serve the clients, and the digital transformation at SPD to automate and streamline processes.

Soong Kiang has over 20 years of experience in grant management, finance and audit. Prior to joining SPD, Soong Kiang was with the National Council of Social Service for 11 years and oversaw the administration and allocation of funds to social service agencies.  She also held roles in audit and finance while at Ernst & Young and Singapore Technologies Pte Ltd.

Soong Kiang holds a Bachelor of Accountancy (Honours) from the Nanyang Technological University and is a member of the Institute of Singapore Chartered Accountants.  She was awarded the National Day Award 2015 Commendation Medal.
