SPD convened the 59th Annual General Meeting (AGM) at its headquarters in Tiong Bahru on Saturday, 26 August 2023. This meeting served as a platform for the charity’s members, Board members and management to engage in dialogues concerning the organisation’s growth and direction. The AGM also signalled SPD’s commitment to transparency, accountability and governance.

SPD president Ms Ong Toon Hui shared the organisation’s key highlights and achievements for FY2022/2023 in her report to members.
- New Programmes
The SPD Contact Centre began operations at the Enabling Village in September 2022, marking SPD’s first steps into the contact centre industry. It will ramp up operations and build sales pipelines while providing employment and training opportunities for persons with disabilities to be financially independent.
The first Enabling Services Hub (ESH), located at Tampines West Community Club, was officially launched on 14 August 2023 by SPD and SG Enable. It aims to provide easier access to community activities and courses for residents with disabilities and their loved ones who are living in the region. SPD is the Ministry of Social and Family Development (MSF) and SG Enable’s first ESH partner.
- Future Plans
SPD won the bids to operate two senior care centres in Canberra and Melody Springs located in Yishun. The SPD rehabilitation team is working with the Ministry of Health and the constituencies on the ground to have the two centres operational in 2023 and 2024 respectively.
SPD will be co-chairing the third Early Intervention Conference in April 2024 which is aimed at building the capability of about 1,200 early intervention professionals.
- Adoption of Annual Report and Audited Accounts for FY2022/2023
The Annual Report and Audited Accounts for FY2022/2023 were adopted by the members at the AGM.

- Auditor Appointment
Members approved the appointment of Baker Tilly TFW LLP to independently review SPD’s financial statements for FY2023/2024, reaffirming the charity’s commitment to financial transparency and accuracy.
Ms Ong acknowledged that the achievements were made possible only with the collaboration and support of our partners, supporters, volunteers and clients. On behalf of SPD’s Board and Management, Ms Ong also presented a children’s artwork to SPD vice president Prof Ho Lai Yun who celebrated his 75th birthday recently. Prof Ho, who has shaped pediatric healthcare in Singapore, also played an instrumental role in helping SPD build up its early intervention programmes and capabilities.
