Winnie Lim joined SPD in September 2009 and was appointed Deputy Director, Children Services, in July 2026. Since beginning her career in 2005, she has dedicated herself to supporting children with diverse needs and their families, guided by the belief that every child deserves the opportunity to thrive and participate meaningfully in the community. Over the course of her career, Winnie has held a variety of roles across the social service sector, spanning direct social work, service planning, programme management and service implementation.
Driven by a strong belief that every child and family should have access to timely support, Winnie has led several pioneering initiatives to enhance services for children with developmental needs. These include the pilot implementation of the Early Intervention Continuum in 2017, the Early Childhood Holistic Outcome (ECHO) initiative at SPD, and Little SEEDS (Supporting Exploration and Engagement for Developmental Success), a programme designed to support caregivers and their children while awaiting access to early intervention services. Recognising the important role of the family unit in a child’s development, Winnie also initiated Little Buddies, a sibling support programme developed in partnership with NTU student volunteers through SG Cares, to strengthen sibling relationships and foster greater understanding and support within families.
Winnie firmly believes that inclusion begins in the early years and that children learn best when given opportunities to grow, learn and play alongside their peers in diverse settings. Throughout her career, she has championed collaborative efforts that equip educators, families and communities to create more inclusive environments for children. She led the Community of Practice (CoP) for Preschool Inclusion Coordinators, an initiative by the Early Childhood Development Agency (ECDA) aimed at strengthening inclusive practices among preschool educators. She has also contributed to national-level workgroups, including the development of the Psycho-Educational Developmental Assessments and Specialised Provisions for Children Aged 0–6 Years: Professional Practice Guidelines (2021), reflecting her commitment to advancing professional practice and early childhood development in Singapore.
Winnie graduated from the National University of Singapore. She also holds a Professional Certificate in Organisational Psychology and has completed the Accelerated Management Programme at the National University of Singapore Business School.
